Portugal: Housing is at the top of families’ concerns

Among the many areas of work undertaken by the Portuguese Large Families Association (APFN), the focus in 2026 continues to be on one of the main concerns and difficulties that families have to face: housing.

In Portugal, the annual rate of the Municipal Property Tax (IMI) can vary according to family size. This benefit, introduced in 2016, allows participating municipalities to adjust the tax rate based on the number of household members.

In Portugal, 89% of municipalities have already joined this tax benefit, but 34 municipalities are still missing. To encourage local authorities to adopt this measure, APFN has developed a digital tool so that any family living in a municipality that has not yet adopted the Family IMI to send their position directly to local decision-makers.

In practice, the user enters their data, such as name, taxpayer number (NIF), and email address, and the tool automatically generates a letter with the key arguments on the importance of the Family IMI, which is sent directly to the official contacts of the council and municipal assembly.
